About this opportunity

Arapahoe County Open Spaces, through the Finance Department Purchasing Division, is soliciting proposals from qualified, licensed, and insured irrigation contractors to renovate the South Lawns irrigation system at the Arapahoe County Fairgrounds, with a mandatory pre-solicitation site visit on November 10, 2026 at 10:00 a.m. Attendance requires an RSVP to KSchwindt@arapahoegov.com. The solicitation identifies no set-aside.

Contractors must maintain an office within the Metro Denver, Colorado area with a competent company representative available during normal working hours. Submissions require certificates of liability insurance and proof of registration as a corporation or limited liability partnership with the State of Colorado.

The work is at 25690 E Quincy Ave, Aurora, Colorado 80016. The contractor will abandon the existing system in place; install new mainline and lateral piping, sprinkler heads and associated equipment, and a booster pump system; furnish and install a WeatherTrak central irrigation controller; test and verify performance; and close out with training for County staff. The County has completed the irrigation design, and the contractor builds to those plans.

The project is funded by a Colorado Water Conservation Board grant awarded in September 2026 and serves as a cash match for water conservation improvements. The contract term begins on the date specified in the awarded agreement and runs until the County accepts all deliverables, with four one-year renewal options contingent on satisfactory performance. Pricing is fixed and firm. Invoicing is time and materials within the final cost proposal, and total cost may not exceed the final contract amount. Payment is due net 45 days from the County's receipt of an accurate invoice or product acceptance, whichever is later.

The County will award to the responsive, responsible proposer with the highest evaluative score. Four criteria carry equal 25% weights: project understanding and approach, project schedule and work plan, experience and qualifications of the contractor and key individuals, and fees for service.

Questions are due November 12, 2026 at 12:00 p.m. Proposals are due November 30, 2026 at 2:00 p.m. through the Rocky Mountain E-Purchasing System, with questions submitted via BidNet Direct.

Opportunity text

Arapahoe County Open Spaces is soliciting proposals from qualified, licensed, and insured irrigation contractors to complete the renovation of the irrigation system serving the South Lawns at the Arapahoe County Fairgrounds.

The project is intended to improve irrigation distribution uniformity, increase water-use efficiency, enhance system reliability, and support long-term turf management objectives through the installation of a modern irrigation system and central control platform. The County has completed irrigation design plans and seeks a qualified contractor to construct the improvements in accordance with those plans

The existing South Lawns irrigation system has experienced poor distribution uniformity and operational deficiencies. The County retained a professional irrigation designer to prepare construction documents for a complete irrigation system replacement, including the addition of a booster pump and central irrigation control system. The renovated system is intended to achieve a distribution uniformity while improving water conservation and operational efficiency.
