About this opportunity
The City of Philadelphia is requesting quotes for an Aquascope (Exeter) supply small order purchase with a due date of October 14, 2026. Award will be made as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors must quote all items to be eligible for award.
A Local Business Enterprise (LBE) bid preference under Philadelphia Code Chapter 17-109 applies to certified LBEs that submit all required materials. The LGBTQ Applicant Data Form is available for voluntary submission and serves data-collection purposes only; response carries no bearing on bid evaluation or award decisions.
The contract will be awarded on a firm limit delivery basis or as a requirements contract, with a term commencing on the effective date specified in the purchase order and continuing for one year, renewable for up to four additional one-year periods for a maximum duration of five years. The total contract amount does not exceed $91,000 annually, adjusted yearly by the percentage increase in CPI-U from January 1, 2020 and rounded to the nearest $1,000. All products must be delivered FOB Destination Point at quoted net prices exclusive of all taxes.
Sellers must submit an executed Consent and Authorization Agreement prior to bid closing, either by attaching it to their vendor profile or including it with their first submitted quote. All quotes must be submitted electronically through PHLContracts.phila.gov by the deadline, with only the final quote submitted by the deadline eligible for consideration. Pricing and all terms remain valid for 60 days from submission or throughout the contract term for requirements contracts.
Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with minimum limits of $500,000 per occurrence, and automobile liability insurance with minimum limits of $300,000 per occurrence, naming the City as an additional insured. Payment is made via electronic deposit following delivery and City approval of products and services, contingent upon issuance of a purchase order.
