About this opportunity

The City of Leander, Texas is soliciting Statements of Qualifications under RFQ CIPS27-001 to pre-qualify professional service providers for Appraisals, Easements, and Right-of-Way Services, with submissions due December 1, 2026. Pre-qualification does not guarantee a Task Order, and the City may select pre-qualified respondents without a competitive RFP based on submitted qualifications.

The City seeks individuals or firms with municipal experience in these technical areas to form a pool for as-needed work over a three-year Professional Services Agreement period. Each project is awarded as a negotiated Task Order, and the City may issue RFPs to pool members as projects arise. The solicitation identifies no set-aside or preference program.

Basic Services fees are set in each Task Order on a unit-price basis, without exceeding a specified maximum. Reimbursable expenses are included in the fee unless the parties agree otherwise in writing. Additional Services outside a Task Order's scope bill at the Standard Hourly Rates in Exhibit C. Payment is due within 30 days of invoice approval, with interest on undisputed past-due amounts under Texas Government Code Section 2251.021. Required insurance is $1 million per occurrence professional liability, $1 million commercial general liability, $1 million business automobile liability, and workers compensation meeting Texas requirements. The City may terminate on 30 days' notice, paying only for services rendered through the termination date. Work must comply with federal, state, and local laws.

Texas law governs, with venue in Williamson County or the Federal Court for the Western District of Texas, Austin Division. The draft agreement template dated October 29, 2026 refers to engineering services and the "ENGINEER," although the solicitation covers appraisal and right-of-way services.
