About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Purchases, is requesting quotations on APC Uninterruptible Power Supplies and related components on behalf of the Office of Information Technology, with quotations due August 8, 2017 at 4:00 p.m. Eastern Standard Time. Maine businesses that submit pricing within 5% of the lowest cost bid for equivalent specifications receive consideration under a best value award methodology.

The scope is a three-year supply agreement providing APC UPS equipment, parts, software, and cabling to support more than 500 existing APC UPS installations distributed across Maine state infrastructure. Bidders must provide quotations as a global discount percentage off APC manufacturer's suggested retail price for the complete line of uninterruptible power supplies, with a detailed cost table completed for 29 specified commonly purchased items and models. Delivery must occur within 14 business days of order receipt to Augusta, Maine, with all shipping costs included at no additional charge. The State reserves the right to utilize the NASPO Value Point Computer Equipment and Peripherals Agreement if pricing proves more favorable through that channel.

Bidders must be authorized APC resellers and provide proof of reseller status. Pricing shall include standard APC product warranties. Bidders may propose optional removal and installation services for occasional vendor replacement of UPS equipment at existing State sites throughout Maine; such service charges must specify travel time, hourly rates, overtime rates if applicable, minimum billing time per service call, and mileage charges. Vendor staff may require background checks for access to sensitive locations.

The resulting contract will be a three-year Master Agreement with two optional one-year renewal periods, anticipated to commence August 28, 2017, and expire August 27, 2020. The State is exempt from federal, state, and local taxes and requests tax-inclusive quotations. Municipality and school district participation is encouraged, and bidders are requested to indicate their willingness to extend contract pricing to these entities.
