About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, is issuing a Request for Bid (RFB) on behalf of Elliott County for the procurement of anti-icing solution storage and dispensing equipment. The solicitation requires vendors to supply 20 anti-icing solution fill stations, 12 units of 10,000-gallon polyethylene storage tanks, 12 units of 6,100-gallon polyethylene storage tanks, and 5 replacement pumps. All equipment must be new, first-class quality, and constructed of non-corrosive materials, with full installation including tank placement, piping connections, and pump wiring; the Commonwealth will complete final electrical hookup. Vendors must provide a five-year warranty against corrosion on all fabricated and galvanized steel components and extend manufacturer warranties on all other components. The evaluation criteria allocate 95 points to price (with the lowest bidder receiving maximum points) and 5 points to delivery performance (with the fastest delivery receiving maximum points), for a total of 100 points. Vendors must bid on all commodity lines or face rejection as non-responsive, and all pricing must be submitted as F.O.B. Destination Freight Prepaid and Allowed, with vendors fully responsible for freight charges. Written questions must be submitted by April 20, 2022 at 4:00 PM Eastern Time, with the Commonwealth's response due by April 22, 2022 at 4:00 PM; bids are due electronically through the Kentucky eProcurement system by April 29, 2022 at 1:30 PM Eastern Time, with a tentative award date of May 20, 2022. The initial contract period begins upon award and expires May 31, 2023, with four optional one-year renewal periods available subject to written approval by both parties.
Kentucky resident bidders receive reciprocal preference, and qualified bidders including Kentucky Correctional Industries receive a preference equal to 20 percent of maximum points, while other qualified nonprofit entities receive 15 percent preference. Vendors must maintain proper sales and use tax registration with the Kentucky Department of Revenue, must not be delinquent on state taxes or fees, and must complete the Annual Affidavit form certifying compliance with Kentucky statutes including campaign finance laws and contractor disclosure requirements. All bids remain valid for 90 days after the closing date, and vendors must be registered in the Commonwealth eProcurement System to submit responses. Price increases are not permitted during the first 12 months of the contract; only one increase is allowed during the contract period and must be based on industry-wide changes with 30 days' notice. Late delivery penalties of 1 percent per day apply unless caused by factors outside the vendor's control. No specific award value or budget range is provided in the solicitation documents.
