About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, issued this Request for Bid (RFB) on behalf of the Division of Equipment to procure anti-icing storage tanks with fill stations to support Kentucky's Department of Highways Snow and Ice Removal Program. The solicitation seeks 20 anti-icing solution fill stations, 12 units of 10,000-gallon polyethylene storage tanks, 12 units of 6,100-gallon polyethylene storage tanks, and 5 replacement pumps for the fill stations. All items must be new, first-class quality, constructed of non-corrosive materials with hot-dip galvanized steel components meeting ASTM A-123 specifications, and vendors must complete full delivery and installation with complete tank placement, piping connections, and pump wiring at no cost to the Department of Highway. Vendors must provide a five-year warranty against corrosion on all fabricated and galvanized steel components and extend manufacturer warranties on all other components. Award will be made on a best-value basis with 95 points allocated to price (lowest bidder receives maximum points) and 5 points allocated to delivery time (best delivery time receives maximum points). Written questions were due by June 2, 2022 at 4:00 PM EST, bids were due electronically through the Kentucky eProcurement system by June 8, 2022 at 1:30 PM EST, and the tentative award date was June 24, 2022. The master agreement runs from award through May 31, 2023, with four optional one-year renewal periods available with written approval from both vendor and the Division of Purchases.
Kentucky resident bidders are eligible for reciprocal preference equal to preferences given by their home state, and qualified bidders including Kentucky Correctional Industries (20 percent preference) and certified nonprofit organizations serving individuals with severe disabilities (15 percent preference) receive additional scoring advantages. Vendors must bid on all commodity lines to be considered responsive and cannot propose multiple models or brands per line item. All shipments must be quoted F.O.B. Destination Freight Prepaid and Allowed with the vendor responsible for all freight charges and freight claims, and delivery must be guaranteed within a vendor-specified number of calendar days after award with one percent daily penalties assessed for late delivery. Vendor pricing must be firm for the first 12 months, with one price increase permitted during the contract period if justified by industry-wide changes and submitted with 30 days' notice. Payment will be made within 30 working days of receipt of goods and proper invoices, with one percent monthly penalty added for payments exceeding 30 working days. All bidders must submit an Annual Affidavit certifying compliance with Kentucky campaign finance laws, sales and use tax registration requirements, and state tax obligations, and the solicitation documents include technical drawings for tank specifications to guide accurate bidding.
