About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, on behalf of the Division of Equipment, is issuing a Request for Bid (RFB 605 2100000642) for a master agreement to supply and install anti-icing storage tanks with fill stations throughout Kentucky's twelve districts on a rebid basis. The solicitation encompasses six line items: anti-icing solution fill stations equipped with stainless steel pumps (minimum 140 GPM capacity) and electrical control systems, ten 10,000-gallon polyethylene storage tanks, twelve 6,100-gallon polyethylene storage tanks, replacement pumps for fill stations, optional upgrades from 2 HP to 3 HP pumps, and replacement 3 HP pumps. The successful vendor must provide complete delivery and installation services, including tank placement, piping connections, electrical wiring and testing with portable generators, removal of existing tanks, and proper disposal of anti-icing materials in compliance with EPA regulations, with all materials to be new, first-class quality, and non-corrosive construction. The initial contract period commences upon award and expires April 30, 2022, with four optional one-year renewal periods available by mutual written agreement. Evaluation will be conducted on a best value basis allocating 95 points to lowest price and 5 points to best delivery time, with specific delivery timeframes required rather than general terms. The bid closing date is June 15, 2021, at 1:30 PM Eastern Time, with electronic submission required exclusively through the Kentucky eProcurement system; bids must include a completed bid sheet with unit prices and guaranteed delivery timelines in calendar days. All bids must remain valid for ninety calendar days following the bid closing date, and site visits are encouraged but not required.
Kentucky resident bidders are eligible for reciprocal preference equal to preferences offered to Kentucky bidders in nonresident bidders' home states, while qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit organizations serving individuals with severe disabilities receive preference points of 15 to 20 percent of maximum available points. Pricing must be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, with the vendor responsible for all shipping costs and freight claim filing; no price increases are permitted during the first twelve months, and only one price increase based on documented industry-wide changes is allowed thereafter with thirty days' written notice and justification. Late delivery penalties of one percent per day will be deducted from invoices for each day delivery is delayed, unless delays result from Commonwealth actions or force majeure events such as acts of God, civil disturbance, war, terrorism, or pandemics. Vendors must provide a five-year warranty against corrosion on all fabricated and galvanized steel components meeting ASTM A-123 specifications and must extend manufacturer warranties on all other components. All vendors must be registered in the Commonwealth eProcurement System and comply with Kentucky campaign finance laws, sales and use tax registration requirements, state tax payment obligations, and trade restrictions as affirmed through the required Annual Affidavit. The specific award value and contract amount are not disclosed in the solicitation documents; however, payment will be made within thirty working days of invoice receipt and acceptance of goods.
