About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, on behalf of the Division of Equipment, issued a Request for Bid (RFB) for anti-icing storage tanks with fill stations to serve Elliott County. The solicitation requests procurement of 20 anti-icing solution fill stations, 12 units of 10,000-gallon polyethylene storage tanks, 12 units of 6,100-gallon polyethylene storage tanks, 5 units of 2 horsepower pumps, and 5 units of 3 horsepower pumps, all constructed of non-corrosive materials including hot-dip galvanized steel meeting ASTM A-123 specifications and stainless steel piping and valves. All components must be delivered as new, first-class quality units with full installation, and the successful bidder must provide complete delivery and installation services including loading, unloading, equipment placement, piping connections, pump wiring, extraction of anti-icing material from existing tanks for transfer to new tanks, and proper EPA disposal of removed tanks and materials, with no assistance from Department of Highway employees. The evaluation will be conducted using a best-value ranking approach allocating 95 points to price (with the lowest bidder receiving maximum points and subsequent bidders scored proportionally) and 5 points to delivery time (with the fastest delivery time receiving maximum points). Unit prices must be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, with pricing firm for the first twelve months and only one price increase allowed during the contract period subject to justification based on industry-wide changes. The bid closing date was September 25, 2020, at 10:00 a.m., with written questions due by September 14, 2020, at 4:00 p.m. and Commonwealth responses issued by September 17, 2020, and the tentative award date was October 14, 2020. The initial contract period runs from award through September 30, 2021, with four optional one-year renewal periods available at the mutual written approval of both parties.
Kentucky resident bidders may receive reciprocal preference equal to preferences given by nonresident bidders' home states, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies serving individuals with severe disabilities are eligible for preferential scoring equal to 15 to 20 percent of maximum points. All bidders must submit required affidavits addressing campaign finance compliance, tax registration, state tax compliance, and boycott prohibitions, and must comply with Kentucky campaign finance laws, tax obligations, and workers' compensation insurance requirements. The vendor must guarantee delivery within a specified number of calendar days after receipt of a delivery order, with a penalty of 1 percent per day deducted from invoices for each day delivery is delayed beyond the contracted due date, except for delays caused by factors outside the vendor's control, and payment will be made within 30 working days of receipt of goods and invoice in accordance with Kentucky Revised Statutes. No specific award value or budget range was disclosed in the solicitation documents; the Commonwealth indicated that all quantities listed are estimates only and is obligated only to purchase items actually needed during the contract term, with contractors required to fulfill all requirements shown on delivery orders issued during the contract period. Bid submissions were required to be submitted electronically to KYTC.Bids@ky.gov with the RFB number in the subject line, with mailed, faxed, and hand-delivered submissions not acceptable.
