About this opportunity
The Vermont Agency of Natural Resources - Department of Fish & Wildlife is soliciting bids for the Sladyk Wildlife Management Area (WMA) Stream Crossing Construction Projects located in Norton, Vermont. The project involves repairing four road-stream crossings that were damaged during flooding events in July 2023 and 2024. Each crossing will require removal of existing damaged culverts or small bridges, site preparation, installation of pre-fabricated concrete box culverts, and site restoration, with specific storm water and erosion control measures mandated by state and federal regulatory standards. A single contractor must bid on all four sites to be considered qualified, and the work is to be completed between July 1, 2025, and October 1, 2025, with substantial completion required by October 1, 2025, and final project closeout by October 15, 2025. A mandatory virtual pre-bid meeting is scheduled for February 26, 2025, at 10:00 AM, with pre-registration required by February 24, 2025, at 2:00 PM. The bid submission deadline is March 19, 2025, at 4:30 PM, with electronic submissions accepted via email to BGS.VTBids@vermont.gov. Contractors must provide all necessary equipment, fuel, and labor, and ensure equipment is free of invasive plant or seed material.
The project is funded through FEMA and State of Vermont funds, with a strong emphasis on promoting participation from small, minority, and women's business enterprises. The state encourages contractors to use services from organizations like the Small Business Administration and Minority Business Development Agency to facilitate diverse business participation. Full bonding is required for the job, and contractors may receive performance evaluations from the Department of Buildings and General Services. The project includes specific requirements for domestic preference, with a priority on using goods, products, and materials produced in the United States. Contractors must also comply with Vermont Executive Order No. 02-22, which prohibits the purchase of Russian-sourced goods. While no specific budget range is provided, the project involves multiple sites and complex stream crossing reconstructions, suggesting a significant infrastructure investment. Interested contractors can obtain project documents from Blueprints Etc in South Burlington and are encouraged to seek assistance from the Vermont APEX Accelerator for proposal preparation and socioeconomic certification guidance.
