About this opportunity

The City of St. Cloud, Florida, through Invitation to Bid (ITB) No. 2023-251, is seeking a single supplier for an annual supply of bulk pool chemicals for its Parks and Recreation Department, specifically for the Chris Lyle Aquatic Center and city splash pads. The procurement targets a comprehensive chemical package including 19,000 gallons of liquid chlorine, 750 gallons of muriatic acid, 1,250 pounds of calcium chloride, 375 pounds of filter media, 7,500 pounds of sodium bicarbonate, and 100 pounds of sodium thiosulfate. Bidders must be registered with the Florida Department of State and provide proof of insurance meeting an AM Best Rating of A- /VII or better. The solicitation requires delivery of chemicals to the aquatic center on an as-needed basis, with the contractor responsible for loading liquid chlorine into designated tanks and placing other chemicals in the storage shed. Key deadlines include a question submission cutoff on October 20, 2023, and a final bid response deadline of October 31, 2023, at 2:00 pm. Emergency delivery requirements mandate completion within two hours of request, with contractors granted access to the aquatic center for deliveries outside normal operating hours.

The contract imposes several compliance requirements, including federal procurement standards such as equal opportunity employment, clean air and water regulations, and domestic procurement preferences. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the bidding process appears open to qualified vendors meeting the specified technical and insurance requirements. The agreement is structured as a one-year contract with pricing to remain firm for the entire contract period, and the city reserves the right to reject any or all bids and negotiate terms as needed. The contract includes provisions for electronic funds transfer or P-card payment, with comprehensive insurance requirements including $1,000,000 per occurrence and $2,000,000 aggregate comprehensive general liability coverage. An E-Verify requirement mandates verification of employment eligibility for all new employees, and the contract is subject to the availability of lawfully appropriated funds. While no specific contract value is detailed, the extensive chemical requirements suggest a significant annual procurement commitment for the city's aquatic facilities.
