About this opportunity

The City of Westland, Michigan is requesting proposals for annual street pole banner installation and removal services across seven locations totaling 215 poles, with proposals due July 14, 2026 at 10:00 a.m.

The scope encompasses spring banner installation before March 20, fall banner installation after Labor Day but before September 21, winter snowflake installation before Thanksgiving with removal before February 1, and Juneteenth banner installation on Middlebelt Road (15 poles) prior to June 1 with removal after June 30. The contractor must install additional black snowflake brackets purchased by the City and provide all traffic control during installations and removals. Locations span Central City Parkway (36 poles from Ford Road to Warren Road; 26 poles from Warren Road to Wayne Road on the north side only), Warren Road from Newburgh Road to Wayne Road (48 poles), Hunter Avenue from Central City Parkway to Wayne Road (31 poles), Ford Road from Central City Parkway to Wayne Road (33 poles), and Nankin Boulevard from Warren Road to Wayne Road (26 poles), plus Middlebelt Road from Annapolis Avenue to Van Born Road (15 poles).

The City will evaluate proposals on experience and qualifications, capacity, methodology and work plan, comparable projects, cost, and past performance — with award determination not based solely on cost. Proposers must submit itemized cost proposals and three professional references. Required insurance includes comprehensive general liability of $1 million, worker's compensation at statutory limits, employer's liability of $1 million per occurrence, motor vehicle insurance with bodily injury and property damage limits of $500,000 per occurrence, and umbrella excess liability of at least $2 million; the City must be named as an additional insured on all policies. Written inquiries are due by 4:00 p.m. on July 9, 2026 to City Controller Devin Adams at dadams@cityofwestland.com. Two copies of the proposal must acknowledge all addenda received. Payment is anticipated approximately 30 days from invoice receipt.
