About this opportunity

Tarrant County is requesting bids for an annual purchase of pavement markings and glass beads for unincorporated roadways managed by Engineering Services, with bids due September 28, 2026 at 2:00 p.m. Central Time. A virtual pre-bid conference is scheduled for September 16 at 2:00 p.m. Central Time (RSVP required by September 15); questions are due September 21 at 12:00 p.m. Central Time.

The solicitation is divided into two sections. Section 1 covers prefabricated thermoplastic pavement markings at 125 mil thickness with glass beads in multiple formats: white lines (24" × 3' and 12" × 3'), left/right/straight turn arrows, railroad markings, lettering (ONLY, STOP, AHEAD), and shark teeth markings in specified quantities ranging from 3 to 80 packs. Section 2 covers Type II glass beads in two formats—44 tri-wall totes at 2,000 lbs each and 8 pallets of 50 lb bags at 2,000 lbs per pallet. Vendors must bid all items within a section to be considered for award.

The contract term is twelve months effective from the date of award, with Tarrant County holding the option to renew for two additional twelve-month periods at its discretion, provided both parties agree and the vendor submits updated required documents thirty days prior to each renewal period. All pricing must include delivery, freight, tariff, and fuel charges and remain firm for the entire contract term. Quantities listed are minimum estimates ordered on an as-needed basis.

Award may be made to both primary and secondary vendors per section as deemed in Tarrant County's best interest. The solicitation is open to cooperative purchasing by participating governmental entities within and outside Tarrant County, with delivery to entities within the county at no charge. Vendors must provide three government references, W9 forms, diversity certifications, and meet commercial general liability insurance of $1,000,000 per occurrence / $2,000,000 aggregate and auto liability of $500,000 combined single limit. Vendors must comply with Texas statutory provisions regarding boycott and foreign-policy certifications and provide federal debarment certification.
