About this opportunity

The State of California, specifically the California Military Department's Purchasing and Contracting Branch, is seeking a contractor to perform Annual Power Generator Inspection and Preventative Maintenance Service at the Stockton Army Aviation Support Facility (AASF) located at 2000 Stimson Road, Stockton, CA 95206. The procurement (Event #35690) requires a comprehensive service that includes all necessary labor, materials, equipment, permits, and fees for conducting annual generator maintenance on a Cummins 500DFEK generator. Key deliverables include detailed inspection and preventative maintenance services for the generator, with the contract covering annual service inspections in June 2025, 2026, and 2027, totaling 1,095 calendar days. Bidders must submit their proposals via email to PWC@cmd.ca.gov by June 6, 2025, at 2:00 PM, with all questions to be submitted to Joy Lubic at Joy.Lubic@cmd.ca.gov no later than 4:00 PM on May 30, 2025. An optional job walk is available by appointment, and interested contractors can schedule a site visit by contacting SSG Brandy Llamas at (925) 351-9716.

The contract includes a 5% Disabled Veteran Business Enterprise (DVBE) participation goal, requiring prime contractors to subcontract at least 5% of work to DVBEs. Bidders must be licensed by the California Contractors State License Board and comply with prevailing wage rates. The state will award the contract to the lowest responsive bid from a qualified, responsible bidder, with potential small business and DVBE preferences applied. Contractors must submit comprehensive documentation, including a noncollusion affidavit, small business preference request, DVBE declarations, and various certifications. The contract mandates that the prime contractor self-perform at least 20% of the total contract work, with progress payments potentially subject to a 5% retainage until project completion. While specific budget details are not explicitly stated, the comprehensive nature of the annual maintenance contract suggests a multi-year commitment with potential value spanning the three-year service period.
