About this opportunity

The City of Mesquite, Texas is requesting proposals for annual landscape maintenance of four municipal cemeteries under RFP I435-2026, with proposals due August 5, 2026 at 2:00 p.m. and questions due July 30 at noon.

The scope encompasses mowing, trimming, debris removal, weed control, trim spraying around tombstones and markers, fire ant treatment, and glyphosate application across Mesquite City Cemetery (9.3 acres), Lumley Road Cemetery (0.83 acres), Beltline Road Cemetery (0.52 acres), and Brickyard Cemetery (0.14 acres). Mesquite City Cemetery requires year-round maintenance with approximately 52 weekly visits annually; the three additional cemeteries require maintenance during the 8-month period from March through October with approximately 12 visits per year each.

Proposers must obtain certificates of insurance with commercial general liability of $1 million per occurrence and aggregate, business automobile liability of $500,000 combined single limit, workers' compensation as required by Texas law, and employers' liability of $100,000 per accident. Submissions must include completed Respondent Acknowledgement Form, Conflict of Interest Questionnaire, Non-Exclusion Affidavit (notarized), Prohibition on Contracts with Companies Boycotting Israel certification, W-9 form, five work references, and Texas Secretary of State filing documentation.

The contract term is one year from the effective date with four optional one-year renewal periods at the City's discretion. Pricing must be fixed for the initial year and firm for 90 days during evaluation; price escalation requests are permitted after the first year based on documented material or labor cost increases, subject to City approval. Sealed proposals are submitted electronically via Bidnet Direct.

Evaluation criteria assign 35 points to pricing, 25 points to response time, 20 points to references, and 20 points to experience, with the award going to the lowest responsive and responsible proposer. Either party may terminate with 30 days' written notice. The City is exempt from sales and excise taxes.
