About this opportunity
Wellesley Housing Authority is requesting bids for annual floor covering services at six residential properties in Wellesley, Massachusetts under an on-call contract, with sealed bids due June 30, 2026 at 10:00 a.m. and a bidders' facility walkthrough on June 22 at 1:00 p.m. All work must comply with Massachusetts prevailing wage rates as determined by the Department of Labor and Workforce Development—a mandatory compliance requirement.
The scope covers installation, maintenance, and repair services for carpet and resilient flooring systems on an on-call basis at 200-1 Barton Road, 705-1 50 Linden Street, 667-1 Morton Circle, 667-2 Washington Street, 667-3 315 Weston Road, and 667-3 41 River Street. Contractors must submit hourly rates for licensed tradespeople covering Monday–Friday daytime (7:30 a.m. to 4:00 p.m.), evening (4:00 p.m. to 7:00 a.m.), and weekend/holiday work, along with estimated materials allowances and a contractor markup not to exceed 10 percent. Service-response requirements are 24 hours for normal calls and eight hours for emergencies. All workmanship carries a one-year defect guarantee.
Minimum qualifications include five years of flooring-industry experience, appropriate licenses and certifications, and three professional references from municipalities or housing authorities within the past three years. The contract runs August 1, 2026 through July 31, 2027, with the Authority holding unilateral renewal options for two additional one-year periods. No guaranteed total value is specified; the Authority retains discretion to perform minor repairs internally and may add or delete locations at any time. The successful bidder—determined as the lowest responsible and responsive bidder—must execute a formal agreement within ten days of notice of award. Monthly invoicing requires itemized labor and material charges, copies of original material bills, and prevailing wage compliance documentation. Specifications and bid forms became available May 26, 2026.
