About this opportunity

Lamar University, a member of The Texas State University System, is requesting proposals for annual electrical maintenance and repair services on its Beaumont, Texas campus, with proposals due September 10, 2026 at 2:00 p.m. CT. All responding vendors must submit a completed State of Texas Subcontracting Plan demonstrating good faith effort to recruit certified Veteran Heroes United in Business (VetHUB) vendors for identified subcontracting opportunities, though VetHUB certification will not be used in vendor selection.

The scope includes on-an-as-needed electrical maintenance and repair services—transformer evaluation and repair, high-voltage equipment work, and emergency response within a two-hour window. The contractor must be located within one hour of the Beaumont campus and provide two Licensed Journeyman Electricians experienced in high-voltage work for applicable tasks. All work material, including tools, software, drawings, specifications, plans, and reports, becomes exclusive property of Lamar University. The contractor must maintain records for four years post-completion and deliver professional-quality services free from material defects.

The contract term is two years from execution with an option to renew for three additional one-year terms if both parties agree in writing. Contract execution is anticipated by September 25, 2026, with work beginning October 1, 2026. Pricing must include straight-time and overtime hourly rates for various electrician classifications, equipment rental rates, and material mark-up percentages with renewal escalation rates. The University's standard service agreement caps total compensation at one million dollars unless preapproved by the Board of Regents.

Insurance requirements include Commercial General Liability of $1 million per occurrence and $2 million aggregate, Workers' Compensation at statutory limits, and Automobile coverage of $1 million per occurrence, with Lamar University named as an Additional Insured. Evaluation is weighted as follows: Statement of Qualifications and Availability (15%), Ability to Provide Services (15%), Performance on Similar Representative Projects (15%), Methodology and Technical Approach (15%), Project Specific Information (10%), and Pricing and Delivery Proposal (30%). Questions are due August 31, 2026 at 12:00 p.m. CT. Award is anticipated for September 17, 2026.
