About this opportunity

The State of Maine Department of Transportation is soliciting bids on an annual contract for survey stakes, construction stakes, and grade stakes with a due date of September 24, 2009. Awards favor in-state bidders or those offering Maine-produced commodities where bid values are equal.

The scope covers 4,000 survey stakes (bundled in 100s), 600 construction stakes (bundled in 50s), and 5,000 grade stakes (bundled in 25s). Survey and construction stakes must be spruce or pine dried to 12–18% moisture content with specified dimensional requirements and finished planing on both faces. Grade stakes must be hardwood (oak, maple, beech, ash, or birch) in 1" × 1" × 4' dimensions with one pointed end and free from knots. All stakes require moisture and weathering protection from manufacture through delivery. Partial shipments or bundles in which 10% or more fail to meet specifications are subject to rejection.

The contract period runs one year from approximately October 1, 2009 through September 30, 2010, with optional extension for up to two additional one-year periods at the Director of Purchases' discretion. Prices remain firm for the contract duration; any reductions apply only to shipments made after the reduction becomes effective. All pricing includes transportation charges delivered F.O.B. Destination. The State is exempt from federal and state sales taxes.

Delivery orders under $5,000 are emailed directly to the vendor; orders exceeding $5,000 require Division of Purchases approval. The contractor must accept the State of Maine Procurement Card with no surcharges permitted. Separate invoices are required within 30 days of delivery, with payment terms Net 30. The State reserves the right to cancel with 30 days' written notice or immediately for non-conformance. Bidders must provide unit prices for each stake grade and submit sealed bids to the Division of Purchases, Room 119, State Office Building, Augusta.
