About this opportunity
The Maine Division of Purchases is requesting bids for an annual contract to supply survey, construction, and grade stakes to state agencies, with bids due June 25, 2009 and a contract period of one year beginning approximately July 1, 2009. A tie-breaking preference applies to in-state bidders or those offering commodities produced or manufactured in Maine.
The scope includes approximately 4,000 survey stakes, 600 construction stakes, and 5,000 grade stakes annually. Survey and construction stakes must be manufactured from spruce and/or pine dried to 12–18% moisture content with specified dimensional and bundling requirements. Grade stakes are hardwood (oak, maple, beech, ash, or birch) in 1" × 1" × 4' size, pointed at one end and free from knots. Contractors must notify the requesting agency five days prior to delivery to permit inspection; partial shipments or bundles with 10% or more failures are subject to rejection. All transportation and delivery costs are included on an F.O.B. Destination basis.
Prices must remain firm throughout the contract period. The State of Maine is exempt from federal and state excise and sales taxes; contractors must accept the State Procurement Card with no surcharges and submit invoices within 30 days of delivery under Net 30 payment terms. Awards are made to the lowest responsible bidder offering best value, with consideration given to quality, conformity with specifications, delivery dates, and ultimate cost. The contract may be extended for up to two additional periods beyond expiration at the Director of Purchases' discretion with contractor consent. The State reserves the right to cancel with thirty days written notice or immediately if terms are not met. Inquiries should be directed to Phillip Bort, Buyer II, at the Maine Division of Purchases. Six MaineDOT Fleet Service Garage locations across Maine serve as delivery points.
