About this opportunity
The State of Maine Division of Purchases is requesting bids on an annual contract for sand bags, with bids due October 5, 2007.
The solicitation follows standard Maine procurement rules for sealed-bid submission to Room 119, 9 State House Station, Augusta. Bidders must submit unit prices for each item on prescribed forms; bids received after the opening date and time will not be considered. The State reserves the right to reject any or all bids, waive formalities or technicalities, and increase or decrease quantities by up to 10 percent unless the solicitation states otherwise.
Award will be made to the lowest responsible bidder based on best value to the State, with evaluation considering quality, conformity with specifications, delivery date, and ultimate cost. Bidders may submit alternate commodities with complete identification and descriptive literature; missing documentation may be construed as intent to furnish the specified commodity.
All transportation charges, including freight and express delivery, shall be prepaid by the contractor unless otherwise specified. The State is exempt from Federal and Maine State Sales and Use Taxes; bidders must quote accordingly. Bidders must specify delivery terms in definite language and provide cash discounts with terms calculated from the later of delivery acceptance or invoice receipt. Samples must be furnished free of charge when required.
No contract may be assigned, sublet, or transferred without written consent from the Director. Failure to submit bids on three consecutive requests may result in removal from the bidder register.
