About this opportunity
The State of Maine, Division of Purchases, is requesting quotations for an annual master agreement to supply raised print business cards to all state agencies under RFQ 691, with quotations due April 22, 2016 at 2:00 p.m. Eastern Time through the AdvantageME electronic procurement system.
Business cards must measure 3.5" × 2", printed on 80 lb. White Mohawk Vellum recycled cover stock in State Government Goudy Hand Tooled format with black or reflex blue ink, one or two sides, and packaged in rigid business card boxes. Cards must contain a minimum of 30 percent post-consumer recycled content. The state's procurement policy for paper and printing services requires bidders to specify the percentage of post-consumer recycled fiber and certified virgin fiber content in submissions and provide chain-of-custody or equivalent certification from recognized third-party organizations (ATFS, FSC, MLCP, PEFC-affiliated entities, or SFI). The state will pay a price premium of up to 4 percent above the lowest bid to achieve 100 percent post-consumer recycled or certified virgin fiber content; if no bids meet that threshold, preference is awarded to products with the highest percentage of recycled or certified fiber content, provided cost does not exceed 4 percent above the lowest submitted bid price.
The estimated annual contract value is $9,347 based on approximately 562 orders per year, averaging 47 orders per month, with historical monthly spending ranging from $329 to $1,001. The contract period runs May 1, 2016 through April 30, 2017, with two optional one-year renewals extending through April 30, 2019. Pricing must be all-inclusive of delivery, typesetting, and setup charges and remain firm throughout the contract period. Vendors must accept the Maine Procurement Card as payment without surcharge, provide proofs within one calendar week of order receipt, and deliver completed cards within one calendar week of approved proof. Vendors must submit monthly reports by the 5th of each month. Bids must remain valid for at least 180 days. Business card samples demonstrating raised print quality must be submitted prior to the closing date.
