About this opportunity

The State of Maine Division of Purchases is soliciting bids for an annual contract for delineator posts and anchors, with quotes due June 29, 2011 at 2:00 p.m. local time. Tie bids are resolved in favor of in-state bidders or those offering commodities produced or manufactured in Maine.

The scope covers tubular and extrusion delineator posts and guardrail markers in heights from 36 to 60 inches, with associated soil anchors, surface mount anchors, and fastening hardware. Tubular products must be 2 to 4 inches in diameter, flexible, and non-discoloring; extrusion products must feature a C-shaped thermoplastic profile minimum 3.75 inches wide with 0.160-inch walls. All posts must sustain a minimum of ten direct wheel-over impacts at 60 MPH without damage and accommodate 3-inch by 9-inch retroreflective sheeting. Posts must be light gray, UV-stabilized, and meet NCHRP Report 350 crashworthiness criteria for category I devices. Tubular anchors must include driveable soil anchors and surface mount anchors; extrusion products require soft soil plastic anchors and steel U-channel anchors meeting ASTM A499 and ASTM A1 specifications. Retroreflective sheeting, when specified, must comply with ASTM D4956 Type III and be available in white, yellow, red, or green. Bidders must provide certified performance data including AASHTO NTPEP test reports demonstrating resistance to heat and cold, static rigidity, colorfastness, and repetitive vehicular impacts.

Bidders must submit separate unit prices for each line item, delivered to destination with all transportation prepaid. The State reserves the right to award individual items or groups of items, reject any or all quotes, and adjust order quantities by up to 10 percent. Awards go to the lowest responsible bidder offering best value, with consideration of product quality, specification conformance, delivery dates, and overall economy. Cash discounts of 20 days or more are considered in evaluation; shorter discounts are not. The State is tax-exempt and quotes must exclude Federal and Maine sales and use taxes. Material Safety Data Sheets are required for all hazardous chemicals.
