About this opportunity

The State of Maine is requesting quotes for an annual contract for delineator posts and anchors under RFQ, with quotes due April 12, 2010 at 2:00 p.m. local time. In case of tied bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.

The scope covers tubular and extrusion delineator posts, guardrail markers, and anchoring systems in multiple configurations and heights (36 to 60 inches). Tubular posts must be flexible, non-discoloring material 2 to 4 inches in diameter, UV-stabilized, and capped. Extrusion posts must be C-shaped thermoplastic with minimum 3.75-inch width and 0.160-inch walls. All posts must sustain a minimum of ten direct wheel-over impacts at 60 MPH without damage and comply with NCHRP Report 350 Category I crashworthiness criteria and AASHTO NTPEP testing. Retroreflective sheeting, when specified, must meet ASTM D4956 Type III requirements (3 inches by 9 inches, positioned within 2 inches of post top) and be available in light gray and yellow. Anchoring systems include driveable soil anchors, surface mount anchors, plastic U-channel soft soil anchors, and steel U-channel options. Bidders may submit alternate commodities and eliminate retroreflective sheeting as a line item option.

Awards will be made to the lowest responsible bidder offering best value, with evaluation based on quality, conformity to specifications, delivery dates, and overall economy. All unit prices must be submitted separately, delivered to destination with transportation prepaid, and stated net of applicable Federal and Maine State Sales and Use Taxes. Cash discounts of 20 days or more will be considered; shorter discount periods will not factor into award. The State reserves the right to reject any or all quotes and to increase or decrease quantities by up to 10%. Questions must be submitted through the AdvantageME system up to 48 hours before closing. The division specifies that all manufacturers, importers, suppliers, or distributors of hazardous chemicals must provide current material safety data sheets.
