About this opportunity

The State of Maine Division of Purchases is soliciting bids for an annual contract covering delineator posts and anchors, with bids due July 24, 2008. In case of tie bids, preference is awarded to in-state bidders or those offering commodities produced or manufactured in Maine.

The scope comprises guardrail markers (36-inch), delineator posts (42-inch and 54-inch), and soil anchors (18-inch driveable), available in light gray and yellow. Delineator posts must feature a two-piece flexible polyethylene design with a 2.25-inch tubular body, 1-inch interior reinforcement, and upper flattened oval section (minimum 3 inches by 1 inch) topped with a black cap. Posts must be UV and infrared resistant and equipped with high-intensity retroreflective sheeting per Federal Highway Specification FP-92, Type III, Class 2 in white or yellow, applied to one or both sides. Base attachment options include epoxy bonding or mechanical fastening with stainless steel, galvanized, or zinc-plated hardware. Posts must be compatible with existing bases in service and removable without base replacement.

Performance requirements include heat recovery at 150°F (180-degree bend recovery within 10 seconds), cold recovery at −20°F (90-degree bend recovery), and vehicle impact testing at 55–60 mph with at least 80 percent of posts remaining intact and anchored while retaining 50 percent of reflective sheeting. Additional testing mandates high-temperature rigidity at 180°F, low-temperature dart-drop impact resistance at −20°F, static cantilever rigidity for 48-inch posts, and colorfastness per ASTM G53 (maximum 35 percent change in tensile strength or elongation). All test reports must be certified by a professional engineer.

Delivery is required to multiple Maine locations: Augusta, Scarborough, Bangor, Dixfield, and Presque Isle. Bidders must submit separate unit prices for each item, include all trade or quantity discounts, and prepay transportation charges unless otherwise specified. The State reserves the right to increase or decrease quantities by up to 10 percent and to accept items individually or as a group. The State is exempt from Federal and Maine State Sales and Use Taxes.
