About this opportunity
The State of Maine Division of Purchases is soliciting bids on an annual contract for defiberinated blood products with bids due August 27, 2008.
Bidders must submit separate unit prices for each item using prescribed forms or electronic submission to the Division of Purchases office at 9 State House Station, Room 119, Augusta, Maine by the closing date and time. Sealed bids or electronic responses are required. The State reserves the right to reject any or all bids, waive technicalities, and make awards based on best value considerations including quality, conformity with specifications, delivery dates, and ultimate cost. In tie-bid situations, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.
The defiberinated blood products are for laboratory and medical testing purposes. Vendors must meet defined technical specifications, quality standards, packaging requirements, storage conditions, and delivery protocols. All items must comply with applicable Federal, State, and local laws and regulations, including certification, sterility assurance, and relevant health and safety standards for blood product handling. Manufacturers, importers, suppliers, or distributors of hazardous chemicals must provide current Material Safety Data Sheets in compliance with Maine's Chemical Substance Identification Law.
Pricing must exclude Federal and Maine State Sales and Use Taxes. Bidders should specify terms and cash discounts; discounts under 20 days will not be considered in contract awards. All transportation charges, including freight and express delivery, are prepaid and at the contractor's expense unless otherwise specified in the bid documents. The Division reserves the right to increase or decrease ordered quantities by up to 10%. The contractor must furnish items exactly as specified on the Purchase Order and comply with all delivery requirements.
