About this opportunity

The City of San Antonio Finance Department, Procurement Division, is soliciting bids under Invitation for Bid 6100019820 for an annual contract to supply carbon steel pipe and accessories for the Public Works Department, with bids due November 13, 2026 at 2:00 p.m. Central Time. A pre-submittal conference is scheduled for November 3, 2026 at 10:00 a.m. Central Time via WebEx, and attendance is highly encouraged but optional. The solicitation lists no set-asides. It does require SBEDA compliance forms "as applicable."

Bids must be submitted electronically through the City's SAePS Portal only, and mail, facsimile, and email submissions will be rejected. Bidders must complete the Certified Vendor Registration Form before submitting a bid and must include manufacturer catalogs, Form 1295 (Certificate of Interested Parties), and signed addenda. No proposal, performance, or payment bonds are required.

The scope covers 20 line items of ASTM A53 PE black pipe in 21-foot lengths with non-threaded ends (Schedule 40), plus elbows and tees. Pipe diameters run from 1.5 to 4.0 inches, with estimated annual quantities of 3 to 90 units per item. Vendors must deliver inside to City-specified addresses within 21 calendar days of purchase order issuance, with deliveries accepted Monday through Friday, 7:30 a.m. to 4:30 p.m., excluding City holidays.

The contract begins upon ordinance award and terminates December 31, 2029. The City may exercise two additional one-year renewals at its discretion under the same terms. A Producer Price Index adjustment, based on the U.S. Department of Labor Bureau of Labor Statistics PPI for Carbon Steel (Series ID PCU33121033121002), allows annual price changes capped at 25 percent of the original base price per line item. Required insurance includes commercial general liability of $1 million per occurrence and $2 million aggregate, and business automobile liability of $1 million combined single limit. Payment follows the Texas Prompt Payment Act, with payment due no less than 30 days after the later of goods receipt, service completion, or valid invoice receipt. The City awards to the lowest responsible bidder meeting all specifications and terms. All bids become City property and are subject to disclosure under the Texas Public Information Act.
