About this opportunity
The City of Winter Haven, Florida has issued an Invitation to Bid (ITB-25-30) for an Annual Contract for Cured in Place Pipe (CIPP) Lining Services, targeting sanitary sewer rehabilitation in the Cypresswood subdivision. The procurement seeks a contractor to perform trenchless pipe reconstruction involving approximately 11,844 linear feet of gravity sewer mains across multiple street segments including Clubhouse Road, Wexford Court, and others. Key deliverables include televised inspection, data collection, pipeline reconstruction, and service lateral reconnection, with work to be constructed according to ASTM F1216-09 standards. Contractor qualifications require demonstrated experience installing at least 2,000,000 linear feet of sanitary sewer pipelines in Florida and being in continuous operation for a minimum of five years. The bid responses are due on June 27, 2025, with a public bid opening via Zoom immediately following the deadline, and the contract term spans one year with potential for two consecutive two-year renewals. Evaluation will focus on identifying the lowest responsive and responsible bidder, with pricing submitted on a unit price basis for different pipe diameter sizes and associated services.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The contract will be awarded based on unit pricing for various pipe diameter sizes, including CCTV inspection, service lateral reinstatement, and mobilization services. Contractors must comply with federal, state, and local regulations, including immigration laws and drug-free workplace requirements. The project includes a one-year warranty on materials and workmanship, with potential liquidated damages of $500 per calendar day for project delays beyond the 120-day completion timeline. While specific budget ranges are not detailed, the comprehensive nature of the CIPP lining services suggests a significant municipal infrastructure investment. The initial task order focuses on the Cypresswood subdivision, but the contract is designed to provide citywide CIPP services on an as-needed basis, indicating potential for expanded future work. Interested contractors must demonstrate technical capability, regulatory compliance, and robust experience in municipal infrastructure rehabilitation.
