About this opportunity
The St. Johns River Water Management District is seeking qualified contractors for an Annual Civil Works Construction Contract covering the period 2025-2028, with the intent to award at least two contracts for water quality improvements, habitat restoration, flood protection, and associated site work improvements across its 18-county service area. The procurement is structured as an Invitation for Bids (IFB) #41263, with bid responses due by 2:00 p.m. on July 1, 2025, and a non-mandatory pre-bid conference scheduled for June 19, 2025. Contractors will be expected to provide all labor, equipment, and materials necessary to complete tasks described in two types of Work Orders: Time and Materials and Fixed Price, with individual project values not expected to exceed $300,000. Evaluation criteria will include ability to perform in a timely manner, equipment availability, past performance, staff qualifications, and other critical factors deemed essential to project execution. The District reserves the right to directly purchase materials or equipment and may supplement the contractor's workforce with District equipment/staff.
While no specific set-aside designations or restrictions on responding organizations are mentioned in the documentation, the contract will be executed for an initial three-year term with a potential 24-month renewal option. The total estimated budget for the initial contract term is $4,000,000, with projected fiscal year expenditures of $1,300,000 in FY2025-2026, $1,300,000 in FY2026-2027, and $1,400,000 in FY2027-2028. Funding is contingent upon annual appropriations by the District's Governing Board. Historically, the District has issued 46 work orders over the past three years totaling approximately $4.6 million, with individual work order values ranging between $15,000 and $300,000. Contractors will be required to provide a written statement of equipment and labor availability if requested prior to work order award, and the hourly rates submitted will be used to calculate total bid costs through a hypothetical project cost comparison, with the lowest responsive bidder being awarded the contract.
Opportunity text
The objective of this contract is to provide water quality improvements, enhancement and restoration of various habitats and natural systems, flood protection and flood damage repairs and associated site work improvements to complement these features.
It is the District's intention to award contracts with at least two (2) contractors under this Invitation For Bids. To date, the District has issued 46 work orders over the last three years for an estimated amount of $4.6 million with a range of work orders between $15,000 and $300,000. Under the new contract(s) issued, the District does not expect to issue work orders that exceed $300,000. If an award is made, each awarded contract shall be executed for a specified Completion Date (defined herein) for an initial term of approximately three years. The estimated total budget for all work over the initial term of all executed contract(s) is $4,000,000. The total estimated budget for the first fiscal year of these executed contracts is $1,300,000; however, the actual amount will vary depending on District needs. Funding is contingent upon the availability of funds for each fiscal year.
All work under the executed contracts shall be performed through Work Orders. There are two types of Work Orders (Type 1/Time and Materials and Type 2/Fixed Price). The District will determine the type of Work Order to be issued for each project. The Contractor shall provide all labor, equipment, and materials necessary to complete all tasks described in the Work Order. The District reserves the right to purchase and provide the Contractor with all or part of any materials or equipment to be incorporated in the work via direct purchase, independently of the Work Order. In addition, the District may supplement the Contractor's workforce with District equipment/staff.
Prior to award of each Work Order, the selected Contractor shall, if requested, provide a written statement of availability of the equipment and labor necessary to perform the work identified. The District reserves the right to award each Work Order based on the ability to perform in a timely manner, availability of required equipment, cost of required equipment, past performance on similar work, availability of qualified staff, and other factors deemed critical to the performance of the Work.
