About this opportunity
The City of Weatherford, Texas is requesting sealed bids for an annual contract to supply aggregate and materials for road improvements under ITB BID 2026-019, with bids due September 22, 2026 at 2:00 p.m. CST at the City's Purchasing Department, 303 Palo Pinto Street, Weatherford, Texas 76086.
The scope covers asphaltic concrete in multiple types and grades (HMAC Item 340 Types D, A/B, and C; HMAC Item 334 Types A/D), base material (Texas Standards Item 247 Type A Grade 2), manufactured sand, and utility rock (1 inch). All pricing is quoted per ton at the vendor's plant, with separate pricing for tandem trucks, end-dump trucks, and flowboy delivery methods. Delivery is to the City's stockpile at 802 East Oak Street or to job sites within a maximum 10-mile radius from the Old Courthouse in Weatherford. All materials must be new and unused unless otherwise specified.
The initial contract term runs from the purchase order effective date through September 30, with automatic renewal for up to three additional one-year periods (October 1 through September 30) unless either party provides 60 days' notice of non-renewal. Base prices remain fixed for the initial one-year term; the City will consider pass-through cost increases supported by manufacturer documentation with at least 30 days' notice. Price decreases accrue immediately to the City. At the end of each term and renewal period, rates may be adjusted with detailed supporting documentation submitted at least 60 days prior to expiration.
The City reserves the right to award by individual item or total bid. Award will be made to the lowest responsible bidder or the bidder providing the best value based on vendor availability and responsiveness, quality of materials, services offered, and vendor location accessibility. The successful bidder must carry comprehensive general liability insurance of $1 million, workers' compensation insurance with statutory employer's liability of $1 million, and automobile liability coverage with combined single limits of at least $1 million. The contractor must verify compliance with Texas Government Code provisions regarding boycotts of Israel, transactions with sanctioned nations, energy company boycotts, firearm entity discrimination, and foreign ownership restrictions.
