About this opportunity
The City of Long Beach, Animal Care Services is requesting proposals for dead animal disposal services, with proposals due December 13, 2022 at 11:00 a.m. via the Long Beach Buys portal.
The contractor will pick up, remove, and dispose of deceased animal carcasses from LBACS facilities at 7700 E. Spring Street, Long Beach. The scope includes furnishing fifty-five-gallon steel storage containers, performing weekly pickups of filled containers, providing direct pickup of animals on private property, and removing large deceased animals from non-shelter locations within twenty-four hours of request. LBACS estimates an annual average of 2,000 small animals requiring disposal.
The contract is for an initial two-year period with options to renew for three additional one-year periods, not to exceed five years total. The City reserves the right to award to a single contractor or multiple contractors and will not necessarily select the lowest-priced proposal.
The contractor must maintain comprehensive insurance: commercial general liability of $1,000,000 per occurrence and $2,000,000 in general aggregate, workers' compensation coverage as required by California law, and commercial automobile liability of $500,000 combined single limit. The contractor must obtain a Long Beach business license and comply with all applicable federal, state, and local laws. Cost proposals must be itemized by unit costs and broken down weekly, submitted in Excel format. Payment will be issued within thirty calendar days of invoice submission.
Proposals will be evaluated on organizational capacity and experience, method of approach, communications and reporting, and reasonableness of cost. Questions are due November 17, 2022 at 11:00 a.m., with City responses posted by November 29, 2022. Anticipated contract execution is January 2023. The City reserves the right to negotiate final contract terms with the selected contractor or withdraw the RFP if negotiations are unsuccessful.
