About this opportunity

The City of Laredo, Texas is requesting sealed bids for design and construction of a new veterinary hospital facility (FY24-ENG-89) at 5202 Maher Avenue, with bids due July 30, 2026. The project is subject to Davis Bacon Act prevailing wage requirements and Build America Buy America Act (BABAA) compliance for all structural and reinforcement steel—a federal overlay that restricts material sourcing.

The scope encompasses a 3,031 square foot, single-story Type II-B construction veterinary hospital with reception, office, pharmacy, x-ray, surgery, holding areas, toilet rooms, and storage, plus associated parking, drive lanes, and landscape improvements. The design and construction package includes structural steel, concrete, masonry, metals, thermal and moisture protection, openings, finishes, mechanical (HVAC), electrical, plumbing, fire suppression, and electronic safety systems. The geotechnical investigation report prepared by Professional Service Industries, Inc. (Intertek) dated July 25, 2025 is provided as reference documentation.

Contract completion is required within 210 working days from notice to proceed. The city reserves the right to award the base bid or any additive alternate, or to reject all bids if funding is unavailable. Bids shall be evaluated on a unit price basis and submitted as sealed bids to the City Secretary's Office.

Bid guarantees must be submitted as a cashier's check, certified check, or bid bond with a minimum Best's Rating of A, in an amount not less than 5% of the total bid price. For contracts exceeding $50,000, the successful bidder must furnish Performance and Payment Bonds, each at 100% of contract price, issued by an insurance company licensed in Texas. Contractors must provide a Certificate of Insurance with minimum combined single limits of $1 million per occurrence and $2 million general aggregate. Liquidated damages are set at $200 per consecutive day of delay beyond the contract completion date. Site visits are encouraged; inquiries should be directed to the City Engineering Department at (956) 791-7346.
