About this opportunity

The Missouri Department of Conservation is requesting bids for Timber Stand Improvement (TSI) services at the Angeline Conservation Area in Shannon County, Missouri, under IFB MDC 0000000289SL, with responses due October 30, 2026 at 2:00 p.m. Central Time. Service-Disabled Veteran Business Enterprises (SDVE) and Honorably Discharged Veteran Enterprises (HDVE) are preferred, with a state goal of awarding three percent of contracts to these entities.

The scope spans five separate blocks (A through E) totaling 89.8 acres: Block A (21.6 acres), Block B (22.7 acres), Block C (16.3 acres), Block D (11.5 acres), and Block E (17.7 acres). Work includes selective tree removal, species composition management, glade restoration, and herbicide application to improve forest health and structure. The contractor must hold a valid Missouri Commercial Herbicide/Pesticide Applicators' License and bear the cost of herbicide and dye materials. Work is restricted during firearm and turkey hunting seasons, bat hibernation and maternity roost periods, and within specified environmental protection buffer zones.

The contract period runs from award through one year, with the Department reserving the right to add, remove, or reprioritize work areas during the term. Bidders must submit firm, fixed prices for each of the five line items; pricing is evaluated on a cost basis using the lowest responsive supplier's bid as the baseline. Mandatory requirements include Missouri tax compliance certification (Vendor No Tax Due certificate), Secretary of State registration, and business entity authorization documentation. The contractor must maintain general liability insurance naming the Department as an additional insured and obtain prior written approval before engaging subcontractors. Payment is due within 30 calendar days of invoice submission upon Department acceptance. Site tours are available by contacting Nicholas Decker at 573-905-4011 x6176. Responses must be submitted electronically via MissouriBUYS/MOVERS or by US mail.
