About this opportunity

The Commonwealth of Kentucky Transportation Cabinet (KYTC) Division of Purchases, on behalf of the Division of Traffic Operations, is issuing a Request for Bid (RFB) for a master agreement contract to supply anchors, ground rods, and clamps for Elliott County. The procurement encompasses six line items: 20 units of 7-foot by 5/8-inch anchors (Maclean J7517 or approved equal), 10 expanding anchor rods with 135 square inches for 5/8-inch rod (Chance #88135 or approved equal), 100 composite shaft ground rods with copper exterior and steel core (Erico 615880UPC or approved equal), 200 ground rod clamps for 5/8-inch copper clad rods (Erico CP58 or approved equal), 10 units of 30-inch rock anchors with triple eye (Maclean J3437 or approved equal), and 10 units of 53-inch rock anchors with triple eye (Maclean J3438 or approved equal). Bids must be submitted electronically through the Kentucky eProcurement System at https://vss.ky.gov by December 3, 2025 at 1:30 p.m. Eastern Time, with bidders required to register 24-48 hours in advance. Written questions were due November 17, 2025 at 1:30 p.m., with responses posted by November 18, 2025 at 3:30 p.m. The master agreement will commence January 1, 2026 and expire December 31, 2026, with options to extend for four additional one-year renewal periods subject to mutual written approval and potential renegotiation of terms. Award will be based on best value using a scoring methodology allocating 95 points to price (lowest bidder receives maximum points) and 5 points to delivery time (fastest delivery receives maximum points), with vendors required to specify firm delivery timeframes in calendar days.

Kentucky resident bidders are eligible for reciprocal preference, while qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities receive preferences of 20 percent and 15 percent respectively of maximum points awarded. All pricing must be submitted on an F.O.B. Destination Freight Prepaid basis, with the vendor assuming responsibility for all shipment and freight charges to the KYTC Warehouse at 1239 Wilkinson Boulevard, Frankfort, Kentucky 40601. Prices are firm for the initial 12-month contract period with price increases prohibited during the first year; subsequent adjustments require written justification based on industry-wide changes. Late delivery penalties of one percent per day apply unless delays result from Commonwealth actions or events beyond vendor control. All bidders must submit required affidavits regarding campaign finance compliance and resident bidder status if claimed, with foreign entities required to provide Secretary of State certificates of authority to transact business in Kentucky. The tentative award date is January 1, 2026. Procurement inquiries should be directed to Meredith Plymale, KYTC Division of Purchases, at 502-782-4003 or Meredith.plymale@ky.gov.
