About this opportunity
The Washington Suburban Sanitary Commission (WSSC) is soliciting competitive sealed bids for demolition and in-place abandonment of eight existing surge tanks at the Anacostia II Wastewater Pumping Station in Capitol Heights, Maryland, with bids due September 30, 2026 at 2:00 p.m. A mandatory site visit on September 2, 2026 at 12:00 p.m. is required; failure to attend and sign the official attendance sheet renders the bid non-responsive. Bidders must comply with all minority and small local business enterprise program requirements under Maryland law.
The scope includes removal of four trees, demolition and disposal of associated pavement, sidewalk, curb and gutter, equipment and appurtenances, protection of adjacent features and utilities, erosion and sediment control, and site restoration. The surge tanks contain lead-based paint; all demolition must comply with applicable requirements to minimize airborne dust and waste generation while protecting workers, the public, and the environment.
Bidders must be Maryland-licensed contractors with a minimum of eight years of construction experience and demonstrate firm experience performing water and/or wastewater treatment process mechanical improvements, including at least five projects valued at $3 million or more completed within the past eight years. At least three of those projects must involve structural, civil, mechanical, and electrical modifications to functioning water or wastewater treatment plants or pumping stations. At least one project must demonstrate surge tank construction, demolition, or replacement experience at a facility with minimum capacities of 25 MGD (water filtration plant), 5 MGD (water resource recovery facility), or 3 MGD (water/wastewater pump station). Bidders must document hazardous material removal and mitigation experience.
Key personnel must include a Project Manager with ten years total construction experience and eight years at water or wastewater facilities, a Scheduler with five years CPM scheduling experience, and a Project Superintendent with ten years overall construction experience and five years in the water/wastewater industry.
Pricing shall reflect all-inclusive unit prices including fringe benefits, overhead, profit, general and administrative expenses, mobilization, and demobilization. A bid bond is required. Bids must include executed forms from Appendix A (OSDI participation), Appendix B (certificate of insurance), and Appendix C (vendor questionnaire). Responses are submitted electronically via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater. Questions are due September 16, 2026 at 2:00 p.m. A non-mandatory pre-bid meeting is scheduled for September 2, 2026 at 11:00 a.m. The Commission will retain five percent of each payment in accordance with the Maryland Little Miller Act.
