About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, Office of Procurement Services is requesting bids on a Master Agreement to supply ammunition and munitions to all state agencies and political subdivisions within Kentucky, with bids due October 19, 2026 at 1:30 p.m. Eastern Time (extended via Addendum 1 from the original October 10 date).
Kentucky resident bidders are eligible for reciprocal preference under KRS 45A.490–494, and qualified bidders including Kentucky Correctional Industries and certain nonprofits are eligible for additional preferences. Bidders must maintain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate.
The scope encompasses handgun ammunition (9mm, 40 S&W, 45 ACP), rifle ammunition (223, 5.56x45mm, .308), shotgun ammunition (birdshot, buckshot, slugs), less-lethal products (kinetic projectiles, chemical projectiles, OC/pepper spray, tasers, projectile launchers), and non-lethal training ammunition and weapons (firearm conversion kits and dedicated training weapons). The RFB also covers firearms (handguns, rifles, shotguns, firearm parts and accessories). Bidders may submit responses for any number of categories or manufacturers and are not required to bid all categories.
The initial contract period runs from award through April 30, 2028, with four optional two-year renewal periods. No set quantities or spending limits are specified. Pricing shall be submitted as discount percentages off published list prices for each manufacturer/brand and product category, F.O.B. Destination Freight Prepaid and Allowed. Proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date.
The Commonwealth intends to award multiple contracts as necessary to meet state agency needs. Awards will be made on a best value basis: discount percentage off published list price (90 points) and years in business as an ammunition and munitions provider (10 points). All bidders must register in the Commonwealth eProcurement System and submit required tax registration and authorization documentation prior to award. Contact Nathan Durham, Commonwealth Buyer, at 502-564-6525 or Nathan.durham@ky.gov.
