About this opportunity
Paulding County, Georgia is issuing a Request for Proposal (RFP #26010-3801) for an AMI Water Meter Replacement Project, representing a service procurement for water meter replacement and advanced metering infrastructure installation. The project involves replacing approximately 12,000 water meters (11,645 standard meters and 355 one-inch meters) with electronic meters equipped with Sensus AMI transmitters during Phase 1 of a multi-year initiative to replace 36,000 total services over three to four years. Key deliverables include furnishing and installing water meter assembly materials such as replacement boxes, lids, washers, and backflow devices; activating and reprogramming meters to one-gallon resolution; and providing electronic data files in comma-delimited or Excel format for integration into Tyler Munis billing software and the Mobile Work Order System with daily reporting requirements. Required qualifications include demonstrated experience with water meter replacement, AMI system activation, and water meter assembly component installation, with key personnel required to hold either a Georgia Utility Contractor License or State of Georgia Plumbers License. Evaluation criteria are weighted as follows: Overall Experience (25%), Approach to Project (25%), Pricing (25%), Key Personnel (15%), and Responsiveness to RFP (10%). A mandatory pre-bid meeting is scheduled for Monday, February 16, 2026 at 2:00 p.m. at the Paulding County Board of Commissioners Meeting Room, 240 Constitution Blvd., 2nd Floor, Dallas, Georgia 30132. Written clarification questions must be submitted by Friday, February 20, 2026 at 5:00 p.m. EST to Tara Goldin, Purchasing Manager, at purchase@paulding.gov, and sealed proposals are due by 3:00 p.m. local time on Friday, March 6, 2026.
The RFP does not identify any specific set-aside designations or restrictions limiting responses to particular organization types or disadvantaged enterprises. No incumbent vendors or current contractors are listed in the procurement documentation. The project requires integration with existing Sensus AMI Network infrastructure and Tyler Munis billing software systems, with all water meters, transmitters, replacement boxes, lids, backflow devices, and related appurtenances to be furnished by Paulding County as the Owner. The contract will be awarded to a single contractor on a lump-sum basis that includes all mobilization, setup, and related costs. While a specific budget range or award value is not provided in the available documentation, the scope of replacing 12,000 water meters across Phase 1 of a multi-year program suggests a substantial project value. All work must comply with Paulding County, Georgia, local, state, and federal standards.
