About this opportunity

The New York Power Authority (NYPA) is soliciting detailed proposals for a comprehensive transmission line interconnection project in Livingston County, New York. The procurement opportunity requires qualified entities to design, furnish, and construct four transmission line segments connecting National Grid's Ames Road Substation with NYPA's EP351 and EP352 345 kV transmission lines. Specifically, the project involves creating two line segments connecting to the EP351 transmission line and two connecting to the EP352 transmission line, with each new line segment comprising two spans. The solicitation is structured as a complex engineering and construction contract with a two-year contract term, with proposals due by December 3, 2025, at 4:00 PM. Potential bidders must demonstrate technical expertise in high-voltage transmission line design and construction, with the ability to execute precise interconnection work. The primary evaluation will likely focus on technical capabilities, project approach, timeline adherence, and overall project feasibility.

The contract includes specific diversity and inclusion requirements, with a total Minority and Women-owned Business Enterprise (MWBE) participation goal of 20% and a Service-Disabled Veteran-Owned Business contracting goal of 3%. No specific set-aside designation for service-disabled veteran-owned businesses has been indicated. No incumbent vendors or prior contractors for an identical or substantially similar procurement contract were noted in the solicitation. While a specific contract value was not explicitly stated, transmission line interconnection projects of this complexity typically involve significant capital investment, potentially ranging from several hundred thousand to multiple millions of dollars. The project's location in Livingston County suggests a strategic infrastructure enhancement for the region's electrical transmission capabilities. Interested bidders should carefully review all specifications and ensure full compliance with NYPA's technical and diversity requirements when preparing their proposals.
