About this opportunity
The California Department of Education (CDE) is soliciting bids for American Sign Language (ASL) interpreting services through an Invitation for Bid (IFB) for the State Special Schools & Services Division. The procurement seeks both video remote and in-person non-legal ASL interpreting services to be performed at 1430 N Street, Sacramento, CA 95814, or within the greater Sacramento area. Bidders must provide interpreters who are certified members of the Registry of Interpreters for Deaf (RID) or hold National Association of the Deaf (NAD) certification at level 4 or above. The contract will run from December 15, 2025, to December 14, 2026, with two optional one-year renewals possible through December 14, 2028. Bid submissions are due on October 14, 2025, at 12:00pm PDT, with a public bid opening scheduled for October 16, 2025, at 10:00am PDT. Evaluation will be based on the lowest average Total Combined Cost across three bid forms, with the CDE reserving the right to adjust estimated service hours. Bidders must provide commercial general liability insurance of at least $1,000,000 and workers' compensation insurance.
The procurement includes specific set-aside preferences for small businesses and disabled veteran business enterprises (DVBE), with a five percent bid preference for small businesses. The contract encompasses various service rates for non-legal ASL interpreting, including standard, video remote, emergency, and emergency video remote services. While no incumbent vendors are explicitly mentioned, the procurement targets businesses capable of providing comprehensive ASL interpreting services across different service types and emergency scenarios. The geographical scope includes Sacramento County and San Francisco City, suggesting potential service requirements in these jurisdictions. Although a specific budget range is not detailed, the contract allows for flexibility in service hour adjustments, indicating potential variability in total contract value. Interested vendors must carefully review the full IFB documentation to understand the complete requirements, qualifications, and submission guidelines for this interpreting services contract.
