About this opportunity

The California Department of Corrections and Rehabilitation (CDCR), Division of Adult Parole Operations (DAPO) is seeking American Sign Language (ASL) interpreter services through a competitive bid process. The procurement is an Invitation for Bid (IFB #6000002008) targeting interpreters who can provide translation services between English and ASL at various correctional and judicial facilities, including institutions, parole offices, county jails, clinics, police departments, hospitals, and state prisons. Interpreters will be required to support activities such as training sessions, initial parolee interviews, routine visits, group settings, and non-medical hearings. All interpreters must be certified by the Registry of Interpreters for the Deaf (RID), with qualified interpreters potentially accepted in exceptional circumstances, provided they have at least one year of experience. The bid submission deadline is March 15, 2016, at 11:00 AM, with a public bid opening at 1:30 PM the same day. The contract term is scheduled from April 1, 2016, through December 31, 2016, with estimated service requirements of 300 hours for certified interpreters and 100 hours for qualified interpreters.

The procurement includes a Disabled Veteran Business Enterprise (DVBE) incentive program offering 3-5% based on participation levels, though the IFB is technically exempt from DVBE requirements. The State reserves the right to augment the Master Agreement by 25-100% of the total bid amount. Services will be available Monday through Friday from 8:00 AM to 5:00 PM, with potential evening and weekend services as needed. The pricing structure requires bidders to provide hourly rates for both certified and qualified interpreters, with a minimum two-hour payment guaranteed per session. The contract covers multiple jurisdictions, specifically including Sacramento County and San Francisco City. While no incumbent vendors are mentioned, the procurement is designed to establish a flexible, as-needed interpreting service contract that can adapt to the CDCR's changing geographical and operational requirements. The State maintains the ability to add or remove service locations without amending the original agreement, ensuring operational flexibility for the interpreting services contract.
