About this opportunity
Amelia County, Virginia is soliciting sealed bids for a general contract covering all trades to renovate approximately 3,565 square feet of an existing municipal building at 16360 Dunn Street to house the County Voter Registrar. A prebid conference is scheduled for October 29, 2026 at 10:00 a.m., and sealed bids are due November 24, 2026 at 2:00 p.m., followed by a public bid opening at the project location. The source names no set-aside or local-vendor preference. Bidders must be properly licensed under applicable Virginia laws and able to obtain required insurance and bonds.
The renovation sits on the first floor of a three-story building and includes a new ADA-accessible entry, reception area, meeting and voting space, two offices, an accessible restroom, storage, a sprinkler riser room, and an electrical room. Work includes new dividing walls, flooring, ceiling tiles, painting, restroom fixtures, reception casework, and new mechanical, plumbing, electrical, and fire alarm systems. Contractors must handle MEP system design and connection and verify finishes with the owner before bidding. An optional bid alternate covers a generator providing full power to the voter registrar area and the spaces above it. Work must comply with the 2021 Virginia Construction Code, the Virginia Energy Conservation Code, the Virginia Statewide Fire Prevention Code, and applicable NFPA standards. Architect Solex Architecture, Inc. prepared the documents.
Pricing must be fixed-fee lump sum with no allowances or unit prices, using AIA A101-2017 and A201-2017 forms. Bid security equals 5 percent of the bid amount for bids exceeding $500,000. The successful bidder must furnish performance bonds and labor and material payment bonds, each at 100 percent of contract value, plus acceptable certificates of insurance. The contract will be awarded to the Lowest Responsive and Responsible Bidder. Substantial Completion is required within 150 consecutive calendar days after Notice to Proceed, with Final Completion within 30 days thereafter. Liquidated damages are $500 per day for each day beyond either date. The Owner may issue a Notice of Bid Acceptance within 60 days of bid opening, and the successful bidder must execute the contract within 10 consecutive calendar days of receiving that notice.
Contract documents are available through eVA Virginia's Marketplace or from the architect for a $215 non-refundable fee plus postage.
