About this opportunity
The Ohio Department of Rehabilitation and Correction (ODRC) issued a Request for Quote (RFQ) for ambulance services to support the inmate population at the Ohio Reformatory for Women in Marysville, Ohio. This procurement seeks pricing for both emergency and non-emergency medical transportation services, including local hospital transports to Memorial Hospital of Union County and out-of-county transports to The Ohio State University Medical Center or Franklin Medical Center in Columbus. Contractors must provide separate pricing for Basic Life Support (BLS) and Advanced Life Support (ALS) services for each transport category and may offer local services only, out-of-county services only, or both. Required qualifications include state ambulance certification, appropriate professional licensing, commercial general liability insurance of at least $2,000,000 per occurrence, automobile liability coverage of $1,000,000, and workers' compensation insurance. The contractor must respond to medical emergencies within fifteen minutes or less as location allows, maintain accurate run reports, provide copies of emergency room reports to the institution, comply with all federal and state laws and ODRC security protocols, and meet American Correctional Association standards. All pricing must be inclusive of disposables, equipment, and special services with no additional charges permitted. The RFQ was posted on April 7, 2026, with a due date of April 22, 2026; however, specific dates for bidders' conferences, site visits, or award announcements were not provided in the documentation.
The RFQ does not specify set-aside designations for disadvantaged enterprises or restrictions limiting eligible respondents to particular organization types. All services must be performed within the United States, and contractors must affirm compliance with Executive Order 2022-02D, which prohibits services performed in Russia or by Russian companies. Contractors are required to complete and submit an Affirmation and Disclosure Form identifying all service locations and subcontractors, with an ongoing obligation to disclose any changes to service locations before, during, and after contract execution. State data must not be sent, accessed, maintained, or stored outside the United States without explicit written waiver from the State of Ohio, and all data security must comply with NIST 800-53 moderate baseline standards or ISO 27001 certification, with encryption using FIPS-validated algorithms. No incumbent contractor information or award value range was disclosed in the solicitation documents. The contract is referenced as being for FY 2027, though the specific contract term length and renewal options were not explicitly stated in the available documentation.
