About this opportunity

The Texas Comptroller of Public Accounts Statewide Procurement Division is requesting bids on aluminum sign blanks under IFB No. 304T-27-801A3, with bids due November 2, 2026. The procurement encompasses 127 line items and approximately 141,000 units across various aluminum sign blank configurations including circles, diamonds, triangles, octagons, pentagons, squares, rectangles, interstate shields, and coated extruded aluminum panels, with individual line item quantities ranging from 25 to 14,500 units.

All deliveries are designated for Tennessee Colony, Texas 75880. Bidders submit pricing per unit on a mandatory price sheet for each of the 127 line items; no minimum purchase requirements apply per line, and vendors may bid selected items or all items. All pricing must be in US dollars.

Material requirements are specified in the attached Texas Department of Transportation Materials Specification (Attachment F), which mandates aluminum sheet or coil conforming to ASTM B209 in Alloys 6061-T-6 or 5052-H38, and extruded panels conforming to ASTM B221 in Alloys 6061 or 6063 in T4 or T6 temper (T6 required for railroad crossbuck panels). All materials must receive chemical treatment per ASTM B449 or ASTM B921 Class 2 standards, free from powdery residue. Thickness ratings range from 0.063 to 0.125 inches with specified corner radii and hole configurations. Suppliers must furnish mill test reports with each shipment documenting chemical and physical properties.

Responses must remain valid for 120 days after the due date. Respondents must submit certifications covering conflict of interest, regulatory compliance, equal employment opportunity affirmation, suspension and debarment verification, and state-specific certifications. Texas-manufactured goods preference, service-disabled veteran product preference, and economically depressed area vendor preference claims are available. Standard payment terms are 30 days, with expedited payment discounts permitted. The CPA retains the right to amend, terminate for convenience with 30 days' notice, or terminate for cause. Venue is Travis County under Texas law.
