About this opportunity

The Louisville and Jefferson Metropolitan Sewer District (MSD) is issuing Invitation to Bid (ITB) #26-0326-A for the supply and delivery of commercial-grade Aluminum Chloralhydrate in totes to two facilities: South Oldham Regional Facility (6115 Hitt Road, Crestwood, KY 40014) and Prologis (285 Brooks Way, Brooks, KY 40109). The procurement requires delivery of approximately 113,400 gallons annually (approximately 36,000 pounds) of Aluminum Chloralhydrate in an aqueous 11.9-12.7% solution by weight that meets UL certification to ANSI/NSF Standard 60 for drinking water applications, with each tote weighing approximately 10.8-11.7 pounds per gallon. Qualified bidders must be registered with the Kentucky Secretary of State and must provide comprehensive documentation including the last three years of OSHA Injury & Illness logs, a complete safety plan, chemical spill procedures, a PPE policy, a Certificate of Insurance, safety and insurance data sheets, and references. Deliveries are required Monday through Friday between 6:30 a.m. and 3:00 p.m., with standard orders requiring 48-hour delivery and emergency orders requiring 24-hour delivery. All bid prices must be submitted on a per-pound basis and must include all freight, delivery, demurrage, and special handling charges with no additional fees or fuel surcharges permitted. Bids must be submitted digitally through MSD's web-based portal at https://louisvillemsd.bonfirehub.com/portal no later than March 26, 2026, at 2:00 p.m. local time, with bid opening occurring via teleconference on the same date. The contract term is one year from the award date with renewal options available for up to four additional successive 12-month periods at MSD's discretion.

MSD offers a 10% bid discount to eligible Minority Business Enterprises (MBEs) and Women Business Enterprises (WBEs) certified as prime contractors, with a maximum discount not to exceed $50,000; eligible groups for this contract include African Americans and Caucasian Females. The contract includes mandatory compliance with MSD's vaccination and medical testing policy, and reciprocal resident bidder preferences and Buy American policies apply to this procurement, with domestic materials and supplies potentially preferred when pricing is no more than 6% higher than non-domestic alternatives. MSD is exempt from Kentucky sales tax, and bidders must not include sales tax as a separate line item. Prices must remain firm for the duration of the contract term, and payment will be made within 30 days after receipt and approval of invoices. Original signed and notarized proposal documents must be submitted within one calendar day of the bid opening date. No specific budget or award value is stated in the procurement documents; however, the estimated annual quantity and multi-year contract potential suggest a significant procurement opportunity for qualified suppliers capable of meeting the technical specifications and delivery requirements.
