About this opportunity
Southwest Ohio Regional Transit Authority (SORTA) is soliciting bids on OEM alternator and starter replacement parts under a 24-month IDIQ contract, with proposals due October 12, 2026 at 2:30 p.m. EST. No formal small business participation goals apply, though bidders are strongly encouraged to include small and disadvantaged businesses as subcontractors and suppliers where feasible.
SORTA operates approximately 300 transit buses, 60 paratransit vehicles, and 30 micro-transit vehicles. The scope covers 37 distinct OEM part line items with estimated annual quantities ranging from 1 to 332 units per year, with identical quantities projected for both contract years. All shipments must be delivered to 1401 Bank Street (Receiving Door 71) in Cincinnati, Ohio, Monday through Friday, 8:00 a.m. to 4:00 p.m. ET. Defective parts must be replaced within 10 calendar days at no cost to SORTA.
The contract will be awarded to the responsible bidder submitting the lowest responsive bid. Pricing must include all costs associated with parts procurement, packaging, freight, and delivery — freight charges are not paid separately by SORTA. Proposed pricing must remain valid for a minimum of 120 days from the proposal deadline. Bidders must submit detailed cost breakdowns showing all elements including labor, materials, fees, delivery, and transportation.
All bidders must comply with debarment and suspension requirements, provide personal property tax affidavits, submit certifications regarding lobbying restrictions, and furnish proof of worker's compensation and general liability insurance. Standard SORTA insurance requirements include workers' compensation at statutory rates, employer's liability of $1 million per occurrence, comprehensive general liability of $1 million per occurrence, and automobile coverage of $1 million per occurrence, with SORTA named as additional insured.
A non-mandatory pre-proposal meeting is scheduled for September 18, 2026 at 1:00 p.m. via Microsoft Teams. Questions are due September 24, 2026 at 2:30 p.m., with responses issued by September 30, 2026 at 2:30 p.m.
