About this opportunity
The Texas Commission on Environmental Quality (TCEQ) is procuring grant funding through the Alternative Fueling Facilities Program (AFFP) under the Texas Emissions Reduction Plan (TERP) to encourage the construction and reconstruction of alternative fuel facilities, such as compressed natural gas, liquefied natural gas, hydrogen, biodiesel, propane, electric, and methanol, within the Clean Transportation Zone in Texas. The program is open to Travis County and the City of Austin, with applications due by March 22, 2024. Eligible projects may receive up to 100% of eligible costs, not to exceed $400,000 for CNG/LNG projects or $600,000 for combined CNG and LNG projects. For other alternative fuel types, the grant may cover up to 50% of eligible costs, not to exceed $600,000. Applicants must be the owner of the project site or have permission to install and operate the equipment, and the funded equipment must be owned by the applicant during the contract period.
The AFFP program has set-asides for small businesses, and priority will be given to public access facilities over private facilities. The evaluation criteria include factors such as proximity to existing facilities, traffic counts, highway access, and availability of on-site amenities. Grantees must maintain the funded facilities in operation for a minimum of three years and comply with various program requirements during both the implementation and operation periods. The available funding is contingent on the availability of TERP funds, and TCEQ may amend the contract terms as necessary.
