About this opportunity

This Request for Proposal (RFP No. 25-00293-AMUD) is issued by the Southeastern Pennsylvania Transportation Authority (SEPTA) seeking a qualified Aggregator/Broker to provide Alternative Energy Credit (AEC) marketing and sales services for a three-year term with two optional one-year extensions. The primary scope of work includes enrolling SEPTA's Combined Heat and Power (CHP) facility in Nicetown, Philadelphia (8.8MW capacity with historical annual production averaging 48,847 megawatt-hours), along with potential future energy efficiency projects qualifying for Tier II credits, in AEC programs; conducting market analysis and developing monetization strategies; registering SEPTA's PJM GATS account; negotiating trade prices and brokering AEC sales to third parties; and preparing regular reports and ongoing project management. Key deliverables require the contractor to identify all eligible assets, advise on optimal monetization approaches, enroll assets in appropriate programs, interface with PJM, PennAEPS, and AEC trading counterparties, and manage all administrative and marketing functions. Required qualifications include demonstrated professional experience in AEC aggregation, brokerage, or portfolio management; familiarity with PJM market operations and Pennsylvania AEC regulations; and all necessary licenses, permits, and certifications to operate within relevant regulatory frameworks. Evaluation criteria focus on professional qualifications and relevant experience, project approach and methodology, and project team organization and capabilities, with price considered as a secondary factor in the overall evaluation. Critical deadlines include a virtual Pre-Proposal Meeting on February 20, 2026 at 1:00 PM EST (attendance encouraged but not mandatory), a written questions submission deadline of February 25, 2026 by 4:30 PM EST to Matthew Dooner at mdooner@septa.org, and a proposal submission deadline of March 13, 2026 by 4:30 PM EST. Proposals must be submitted in two separately sealed parts: a Technical Proposal (one original plus one thumb drive in PDF format) and a Price Proposal (one original only) to SEPTA's Procurement office at 1234 Market Street, 11th Floor, Philadelphia, PA.

This procurement contains no Disadvantaged Business Enterprise (DBE) goal or set-aside designation; however, SEPTA affirms that disadvantaged business enterprises will have full opportunity to submit proposals without discrimination based on race, sex, color, or national origin, and all proposers must comply with Title VI of the Civil Rights Act of 1964, Executive Order 12549 regarding ineligible contractors, and all applicable Equal Employment Opportunity laws and regulations. The RFP documents note that removal of Professional Liability/Errors and Omissions insurance requirements and Affirmative Action Plan requirements have been made through addenda. Required insurance coverage includes General Liability ($1 million per occurrence, $2 million aggregate), Workers' Compensation ($1 million), and Crime Coverage ($1 million). No incumbent vendor is identified in the procurement materials. The compensation structure is performance-based with no upfront costs to SEPTA; the selected contractor will receive a percentage-based fee calculated from revenue generated by AEC sales, with all remaining proceeds paid quarterly to SEPTA via ACH transfer or certified check within 30 days of invoicing. SEPTA provides no guarantee of specific production levels, and the contractor assumes all risk related to marketing, sales, and administration costs if production is limited due to facility downtime or market conditions. RFP documents are available on SEPTA's website at www.septa.org under Business/Procurement/Bid Listing, with all subsequent correspondence and addendums to be posted there.
