About this opportunity
The City of Rochester is soliciting bids for alley roadway snowplowing services for the 2026–2027 season under an Invitation for Bid, with bids due August 24, 2026 and a pre-bid meeting via Zoom on August 17, 2026 at 11:00 a.m. A 5% price advantage applies to New York State-certified MWBE businesses if one or more MWBE bids are received.
Each contractor must supply one four-wheel drive pickup truck equipped with a City-approved Hydroturn plow in excellent operating condition, plus a qualified operator, for each route awarded. The snowplow season runs October 15 through April 15, unless extended by the City. All equipment must pass a vehicle inspection scheduled in late October or early November; the City will not authorize plowing until inspection is complete. Contractors are responsible for 24/7 availability during snow season, equipment maintenance, and damages caused during operations. The City will award routes on a route-by-route basis to the lowest responsive and responsible bidder and reserves the right to limit the number of routes awarded to any contractor based on performance history, equipment condition, driver qualifications, financial stability, and other factors.
Successful bidders must submit within five days of award notification: driver name and cell number, driver's license, certificate of insurance with endorsements, New York State vehicle registration, equipment information, and vehicle storage information. Insurance requirements include Workers' Compensation, Disability Insurance, Contractor's General Liability ($1 million combined single limit), and Motor Vehicle Insurance ($1 million combined single limit), all valid through June 30.
Bid security of $1,000 per route (multiplied by the maximum number of routes bidded) must accompany the bid. Contractors are guaranteed a minimum payment of $5,000 per route if services are performed satisfactorily, paid as $200 upon vehicle inspection, $2,500 on December 15, $2,500 on January 15, and the balance at season end. The contract runs through June 30 of the following year and may be extended for up to two additional seasons with annual price adjustments per the Consumer Price Index. Non-performance penalties include fines up to $500, partial or no payment, contract cancellation, forfeiture of performance security, and future bid restrictions.
Opportunity text
It is the intention of the City of Rochester to enter into contracts with competent and responsive contractors for plowing City of Rochester's alley roadway routes in the manner described herein for a full snow plow season. The snowplow season per terms of this contract starts on October 15 and runs through the following April 15, unless extended by the City. Contractors proposing their services under this contract must supply one (1) well-maintained four-wheel drive (4WD) pickup truck with a City-approved Hydroturn plow, in excellent operating condition that meets the equipment specification, plus an operator, for each route awarded (see Sections 6, 9 and 10). All equipment intended for use in snowplowing City streets will be subject to passing the Vehicle Inspection. The Vehicle Inspection will be scheduled by the Director of Operations in late October or early November. FOR THIS BID, the successful bidders must provide: the driver; drivers license and drivers cell number; certificate of insurance and insurance endorsements; New York State vehicle registration; equipment information; and vehicle storage information as specified herein to the Director of Purchasing within five (5) days of Notification of Award. Upon approval of required documents, the City shall authorize the successful bidders to participate in a vehicle inspection. Overall, the plowing service can be described as follows: The contractor will be paid the amount bid for each route, upon satisfactory completion of the route. To be considered completed, all streets shown on the maps must be plowed to the satisfaction of the City's route inspector. The specific streets for each route are shown in Appendix "B" attached to these specifications. Each route requires the contractor to use a pickup truck to plow alleys and other streets that cannot be plowed with the heavy equipment used on other residential roadway plowing routes. The streets on each route are not necessarily contiguous. The City expects the contractor to follow the Street-By-Street Directions given for each route (Appendix B), plowing only the streets or segments highlighted on the maps. The City reserves the right to increase or decrease the size of the route in centerline miles as shown on each map by up to five percent (5%) while still paying the price bid per route. The City reserves the right to treat each route independently and to order service on one or more routes at any given time. In consideration of the need to reserve equipment to meet the needs of this contract, the City will guarantee a minimum payment of $5,000 per route to the contractor during this contract if the contractor fully performs the services of this contract as specified herein to the satisfaction of the City
