About this opportunity

The City of DeSoto, Texas is soliciting sealed bids under RFB 2027-004 for its Alley Paving Rehabilitation Program (FY2027-FY2029), with a pre-bid conference at 3:00 PM on November 10, 2026 and a bid opening at 3:00 PM on November 24, 2026. The file lists the jurisdiction as Dallas County (FIPS 48113). The solicitation carries an overall DBE/MWBE/HUB participation goal of 20 percent, and the general contractor of record must perform a minimum of 51 percent of the construction work.

The scope covers residential and commercial alley rehabilitation citywide: concrete panel replacement, partial-depth and full-depth concrete repairs, subgrade stabilization, asphalt paving and overlays, chip sealing, joint and crack sealing, curb and gutter replacement, utility structure adjustments, and related appurtenances. Work is awarded through task-allocated work orders issued as required. All contractors must comply with Texas prevailing wage requirements under provision 5159a of Vernon's Annotated Civil Statutes.

The estimated annual construction budget ranges from $1.6 million to $2.4 million, funded through municipal budget appropriations. The initial term is one year (365 calendar days) from the effective date, with the City reserving the option to renew for up to two additional one-year periods subject to annual appropriations and satisfactory performance. Bonding requires a bid bond equal to 5 percent of the total maximum bid, performance and payment bonds each equal to 100 percent of the annual contract value, and a maintenance bond equal to 100 percent of the contract price for two years after final acceptance. The City will assess liquidated damages of $500 per calendar day for unexcused delays in achieving substantial completion.

The City will select the lowest responsive and responsible bidder, based on the sum of extended unit price bid items across all three contract years. Contract documents are available for a nonrefundable fee of $100 per set or free of charge from Planetbids.com and Civcastusa.com.
