About this opportunity
The Missouri Department of Transportation (MoDOT) is seeking qualified vendors to provide rentals of All-Terrain Telescoping Rotary Tree Trimmers through an Invitation for Bid (IFB) solicitation. The procurement covers equipment rentals for multiple MoDOT districts across various jurisdictions including Boone County, Clark County, Jefferson County, Jefferson City, and Springfield City. The solicitation requires vendors to provide monthly rental rates for tree trimmers, replacement blade costs, and per-mile delivery charges, with equipment to be delivered to multiple MoDOT facilities throughout Missouri such as St. Joseph, Macon, Hannibal, Lee's Summit, Jefferson City, Chesterfield, Joplin, Springfield, Willow Springs, and Sikeston. The contract period will run from the award date until June 30, 2024, with options for two additional one-year renewals. The bid submission period is from April 19, 2021, to April 30, 2021, at 2:00 PM CDT, with bids accepted exclusively through MissouriBUYS, USPS, UPS, or FedEx. Vendors must provide training upon delivery covering safe operation and maintenance, and the contract will be awarded on an "all or none" basis to the lowest responsive and responsible bidder meeting all specifications.
Due to COVID-19 restrictions, MoDOT encourages minority business enterprise (MBE) and women business enterprise (WBE) participation, with specific goals of 10% MBE and 5% WBE involvement. Service-disabled veteran enterprises (SDVE) are also encouraged to participate. The solicitation includes provisions for potential price escalations after the first six months of the contract, subject to MoDOT's approval and proper documentation. Historical rental usage indicates MoDOT has rented similar equipment for 7 months in 2019, 6 months in 2020, and 6 months in 2021, though future quantities are not guaranteed. Vendors must maintain specific insurance coverage, including general liability ($500,000/$3,000,000), automobile liability ($500,000/$3,000,000), and workers' compensation insurance. Liquidated damages of $50 per day per item will be assessed for late deliveries. While no specific budget range is provided, the solicitation suggests the contract value will depend on the actual rental needs and usage of the tree trimmers across MoDOT districts.
