About this opportunity
The City of Pasadena is seeking a qualified contractor for the Alkebu-Lan Cultural Center Storage Building Roof Replacement project located at 1435 N Raymond Avenue. The procurement involves a comprehensive roof replacement for a 15+ year-old building with a total roof area of 4,471 square feet. Specific project requirements include removing existing skylights, installing a new roof section, cleaning and preparing the existing roof system, and applying the Weatherweld R16-30A seamless reinforced roof system or an approved equivalent. Contractors must possess a C-39 California State Contractor's License, be registered with the Department of Industrial Relations, and demonstrate at least three years of relevant government roofing project experience. The project is federally funded through a Community Development Block Grant and requires compliance with prevailing wage regulations. Bidders must submit electronic proposals through the City's eProcurement Portal by March 2, 2023, with a mandatory pre-bid meeting held on February 16, 2023, at the project location. The selected contractor will be responsible for obtaining necessary permits, performing required tests, and providing a 40-year manufacturer's warranty and 5-year labor warranty.
The contract opportunity includes several set-aside and compliance requirements, with an emphasis on equal employment opportunity and workforce development. Contractors must comply with HUD federal regulations, including Section 3 workforce development guidelines that require 25% of total labor hours to be performed by Section 3 workers and 5% by targeted Section 3 workers. The project encourages participation from local and disadvantaged businesses, with optional forms (AA-1, AA-2, AA-3) collecting information about vendor employment practices and workforce demographics. While a specific contract value is not explicitly stated, the project involves extensive roofing work and federal funding, suggesting a substantial budget. Contractors must provide a 5% bid security and submit various compliance forms, including Equal Employment Opportunity and Non-Collusion declarations. The project requires comprehensive documentation, including weekly payroll reports, worker classifications, and economic opportunity plans, with potential consequences for non-compliance including contract termination, monetary penalties, and potential debarment.
