The Alaska Native Tribal Health Consortium (ANTHC) is issuing Invitation for Bids (IFB #ANTHC 26-B-13265) for the supply and delivery of gravel and sand materials to Aleknagik, Alaska. This procurement encompasses five distinct material deliverables totaling approximately 32,220 cubic yards: 23,050 cubic yards of berm gravel per specification, 4,980 cubic yards of percolation cell sand liner, 2,700 cubic yards of percolation cell core sand (clayey sand), 1,040 cubic yards of low pressure sewer line and services bedding material, and 450 cubic yards of sand bedding for septic and lift stations, plus freight on a lump sum basis to the FOB point at Aleknagik barge landing. All materials must comply with detailed technical specifications outlined in Division 31: Earthwork, including specific gradation requirements, non-frost susceptible standards, and testing protocols conducted by an approved testing firm. Bids are due by 10:00 a.m. Alaska Time on Tuesday, May 19, 2026, via the Bonfire portal at https://anthc.bonfirehub.com/login, with a mandatory bid opening conducted via Zoom. The required delivery and completion date for all materials is December 31, 2026. Contract award will be made to the lowest responsive, responsible bidder within seven business days after bid closing, with bids remaining valid for 60 calendar days following the due date. No pre-bid conference is scheduled unless extensive questions arise.
A 5% Alaska Native/American Indian preference will be applied to bids with anticipated aggregate amounts between $500,000 and $10,000,000, including all option years, with proof of eligibility required prior to award. A bid bond in the amount of five percent of the bid price or $3,000,000, whichever is less, is required for bids exceeding $350,000, with the surety company required to appear on the U.S. Treasury Department's current list of approved sureties. All bids must include signed representations and certifications addressing standard federal requirements including business organization, taxpayer identification, independent price determination, non-segregated facilities, drug-free workplace compliance, and financial responsibility. The contract is subject to available funding and may be funded in whole or in part with State of Alaska and/or federal funds. Payment will be made upon completion, acceptance, and presentation of a properly executed invoice, with a 10% retainage held until final project inspection and acceptance for projects lasting 30 days or more. The anticipated contract value is not explicitly stated but bidders must provide pricing for all five material items plus freight costs.
